Wetlands and Navigable Waters of the United States

Current Federal and State regulations often require that steps be taken to determine the presence and extent of jurisdictional waterways on a property prior to taking any action that could potentially affect them. Addressing jurisdictional waters issues early on is often integral to the success of a project and failure to address them can lead to long delays, cost increases and legal ramifications. Packer Engineering, Inc. can provide your business with the necessary consultation and field services to help ensure compliance.

Threatened and Endangered Species

The Endangered Species Act protects listed species and their habitats by prohibiting the "take" of listed animals and the trade of listed organisms including parts and products, except under Federal permit. The lists of endangered and threatened wildlife and plants, maintained by the U.S. Fish and Wildlife Service and the National Marine Fisheries Service, currently have over 1,100 animals and more than 700 plants in the United States and abroad. Understanding and addressing the issues surrounding T&E Species can be a daunting task. Packer Engineering, Inc. can help with regulatory and field services including:

  • T&E species surveys
  • Incidental take permits
  • Regulatory consultations
  • Critical habitat surveys
  • Habitat conservation plans
  • Mitigation plans

National Environmental Policy Act

The National Environmental Policy Act (NEPA) of 1969 established a strict standard for planning and obtaining permits for any project receiving funding from any Federal agency. Requirements include a screening process for potential environmental impact, assessing the extent of impact, public consultation and a thorough analysis of the costs and benefits of the project. Packer Engineering, Inc. can carry out the entire investigation and application process from start to finish. Areas investigated during a NEPA screening, Environmental Assessment (EA), Environmental Impact Statement (EIS) can include:

  • Tribal Affairs
  • Floodplains
  • T&E Species and Critical Habitats
  • Air, Soil or Water Pollution
  • Historic Preservation
  • Public Health and Safety
  • Ecosystem Damage or Encroachment
  • Economic Effects
  • Cumulative Effects
  • Erosion
