John M. McKinney, P.E.
Director of Industrial & Process SafetyMr. McKinney is a licensed engineer with over 30 years of engineering and construction management experience in both commercial and industrial arenas. A 'hands-on' project manager, his career has included multi-million dollar projects with contract writing, negotiating, and administration. His experience has given him unique capabilities in the areas of change orders and claims. His engineering expertise has covered all disciplines of design including economic justification of projects.
Prior to joining Packer Engineering, Mr. McKinney served as Corporate Project Engineering Manager for Nalco Chemical Company where he headed design and construction worldwide. He also had general contractor experience with Dillingham and Hunter Engineers.
Mr. McKinney has taught construction management for the Houston Business Roundtable in which he emphasized constructability, fast-track scheduling and management techniques.
Coupled with his construction engineering experience, Mr. McKinney has extensive mechanical and process safety systems experience with industry leaders including equipment performance, specification and trouble shooting. His accomplishments cover a broad range and have produced multi-million dollar savings. He has also led several industrial incident investigations. He is an OSHA authorized trainer for both general industry and construction.
He is currently the Chairman of the Design Complaint Committee for the Illinois Department of Professional Regulation. He has served two terms as Chairman of the Illinois State Board of Professional Engineers (2001-2002) and was appointed to the National Council of Engineering Examiners Law Enforcement and Education/Accreditation Committees. He is also a guest lecturer at the University of Illinois, Illinois Institute of Technology and John Marshall Law School.
